From an intimate meeting with schoolchildren in Oakland in 1982, where a little girl asked, "Mrs. Reagan, what do you do if somebody offers you drugs?", the "Just Say no" had become a crusade. It was Nancy Reagan's crusade and mission "to see every young person in the world join the ’Just Say No’ to drugs club". Those were the words that Nancy Reagan spoke when President Reagan signed a proclamation creating the first official "Just Say No to Drugs Week". By 1988, there were more than 12,000 "Just Say No" clubs formed around the world. The results were encouraging: Cocaine use by high-school seniors dropped by one-third, the lowest rate in a decade. Nancy Reagan enlisted the help of many groups including the Girl Scouts and Kiwanis Club International, as well as the First Ladies of 30 various nations. Mrs. Reagan was the first first lady to ever address the United Nations.
In President Reagan's final state of the union address, he turned to a matter he called "vital to family values", drug use among high school students. After announcing that cocaine use was at the lowest level in decade, he expressed his pride and the pride of the country for the work that Mrs. Reagan was doing: "Nancy, much of the credit belongs to you".
"And now let me turn to three other matters vital to family values and the quality of family life. The first is an untold American success story. Recently, we released our annual survey of what graduating high school seniors have to say about drugs. Cocaine use is declining, and marijuana use was the lowest since surveying began. We can be proud that our students are just saying no to drugs. But let us remember what this menace requires: commitment from every part of America and every single American, a commitment to a drugfree America. The war against drugs is a war of individual battles, a crusade with many heroes, including America's young people and also someone very special to me. She has helped so many of our young people to say no to drugs. Nancy, much credit belongs to you, and I want to express to you your husband's pride and your country's thanks.'. Surprised you, didn't I? [Laughter]"
